The FDI Gap: Tracking the $100B Target

Vision 2030 sets an aggressive target: achieve annual Foreign Direct Investment (FDI) inflows of $100 billion by the end of the decade. Current reality suggests a structural shortfall.

Current Trajectory (2023-2024)

In 2023, the Kingdom recorded roughly $12.2 billion in FDI inflows. While this represents a solid baseline compared to historical averages, it severely misses the intermediate target of $33 billion for the year.

Why the Hesitation?

Global capital remains cautious. Despite the RHQ mandate and new Civil Transactions Law, institutional investors point to regulatory unpredictability, lack of clarity on tax treatment for cross-border setups, and the general complexity of joint-venturing with state entities as friction points.

Consequently, the PIF is forced to shoulder the majority of the risk for the giga-projects, transitioning from a catalyst investor to the primary developer and financier.
