PIF: The Sovereign Engine
The Public Investment Fund (PIF), chaired by Crown Prince Mohammed bin Salman, is arguably the most active sovereign wealth fund globally, rapidly approaching its target of $1 trillion in AUM by 2025.
The Domestic Mandate
Unlike Norway's sovereign fund, which invests entirely abroad to prevent overheating the domestic economy, the PIF has a strict mandate to deploy at least $40 billion annually within Saudi Arabia. This capital funds the giga-projects and seeds new industries (e.g., Ceer Motors for EVs, Alat for semiconductors).
Funding the Fund
As domestic expenditure ramps up, the PIF requires liquidity. This is achieved through:
- Aramco Transfers: Direct transfers of Aramco shares (currently 16% owned directly by PIF) to bolster the fund's dividend income.
- Debt Issuance: Aggressive tapping of international bond markets, including green bonds, to leverage its asset base.
- Asset Recycling: Selling down stakes in mature domestic companies (e.g., STC) via secondary offerings.
